1. Rationale

The Bachelor of Arts in Local Government Finance is intended to train pre-service and mid-career students in local government finance. The rationale of the degree is to equip students with the required knowledge, skills and attitudes to enable them manage finances prudently. The structure and scope of this course provides sufficient discourse on how to achieve success in the finance function of the local authority can be achieved and sustained through effective financial management and administration.

2. Aims of the Programme

The aim of the Bachelor of Arts in Local Government Finance is to provide graduates with the knowledge, understanding and the skills relevant to finance and local government regulations and practices, together with capacity for critical and evaluative thinking.

3. Programme Objectives

The specific objectives of the programme are to produce qualified accountants and financial managers who can:

1. Manage the local authority revenues and expenditures in the interest of key stakeholders.

2. Apply the local government laws in their accounting and finance practices

3. Prepare budgets both for business and non-business organizations

4. Produce financial reports for local government internal and external stakeholders

5. Undertake examination of records (auditing & taxation)

6. Make better financial decisions

7. Analyze information for planning and control

8. Prepare project proposal, & appraisal

9. Undertake research activities in the area of accounting and finance

7. Entry Requirement

Prospective students must satisfy the following entry requirements as specified in the General Regulations:

Option 1
Must have passed Grade 12 or Form V with a minimum of credit in at least five subjects including English Language; OR

Option 2
‘O’ Level certificate from a recognized Examination Board with a minimum of grade C in at least five subjects including English Language; OR

Option 3
‘A’ Level certificate from a recognized Examination Board with passes in the English Language and any other recognized equivalents subjects.

Students possessing a diploma from a recognized College (recognized by Mulungushi University) shall enter into the programme at Year 2.

5. Duration

The Bachelors programme will be for four (4) years.
