Short Courses

The CLGTI offers demand-driven short courses for governmental actors, private companies and non-governmental organisations. These courses are not offered on a regular-basis and are highly-specialised to the needs of the clients. The courses offered at the institute are diverse and a (non-exhaustive) list of courses is given below:

Public Procurement

This course provides participants with essential knowledge and skills related to the procurement process in the public sector. It covers procurement policies, legal frameworks, tendering procedures, contract management, and ethical standards to ensure transparency and efficiency in public procurement activities.

Local Government Auditing and Accounting

This course focuses on the principles and practices of auditing and accounting within local government entities. Participants will learn about financial reporting, internal controls, auditing standards, and the preparation and analysis of financial statements. The course aims to enhance the accountability and financial integrity of local governments.

Land Administration

The Land Administration course equips participants with the knowledge required to manage land records, title deeds, and land-use planning effectively. It covers land registration, land information systems, dispute resolution, and the legal aspects of land management, ensuring proper stewardship of land resources.

Local Economic Development

This course introduces participants to strategies for promoting economic growth at the local level. Topics include community economic development, public-private partnerships, business retention and expansion, and the role of local government in fostering a conducive environment for economic activities.

Socio-economic Planning

The Socio-economic Planning course covers the processes involved in designing and implementing plans that promote social and economic development. Participants will learn about data collection and analysis, policy formulation, program implementation, and monitoring and evaluation to address community needs effectively.

Registry Management

The Registry Management course focuses on the management of records and archives within local government institutions. It covers topics such as record-keeping systems, classification, archiving, document retrieval, and the legal requirements for record management, ensuring that information is stored and managed efficiently.

Motor Vehicle Care and Maintenance

This course provides practical knowledge on the care and maintenance of motor vehicles used by local government entities. It covers routine maintenance procedures, troubleshooting, basic repairs, and safety practices to ensure the longevity and reliability of government vehicles.

Transport Management

Transport Management focuses on the efficient planning, operation, and management of transportation systems within local governments. Participants will learn about logistics, fleet management, transportation policies, and strategies to optimize the movement of goods and people in urban and rural areas.

Council Police

This course offers training for council police officers under the Ministry of Local Government and Rural Development in Zambia and in conjunction with Zambia Police. It is conducted mainly through the Chalimbana Local Government Training Institute to equip officers with skills in enforcing local by-laws, maintaining order, and supporting local governance functions. The program includes both practical and theoretical components, focusing on discipline, professionalism, and ethical conduct. It aims to strengthen councils’ capacity to manage markets, sanitation, and public spaces effectively. The training plays a key role in improving service delivery, promoting accountability, and enhancing public trust in local authority enforcement.



Committee Clerks Training

This course offers training for committee clerks under the Ministry of Local Government and Rural Development in Zambia. Conducted by the Chalimbana Local Government Training Institute, it equips clerks with essential skills in minute-taking, report writing, and managing council committee proceedings in accordance with the Local Government Act No. 2 of 2019. The four-week program aims to enhance the professionalism, accuracy, and efficiency of local authority operations by strengthening governance, transparency, and accountability. It is offered bi-annually, with officers from various local authorities nominated to participate as part of continuous professional development in local governance.
