A total of 295 council police officers successfully graduated from the second cohort of the 2025 Council Police Professional Development Program during a colorful pass-out ceremony held at Chalimbana Local Government Training Institute in Chongwe District.

The 2025 Council Police Pass-out ceremony was officiated by Permanent Secretary (Administration) Dr. Gabriel Pollen, who delivered a speech on behalf of the Minister of Local Government and Rural Development Hon. Gift Sialubalo MP.

The Minister has highlighted the Government’s commitment to strengthening local authorities’ capacity to maintain law and order, in line with the accelerated decentralization.


The programme aims to develop professionals who can apply modern financial management tools to mobilize resources, ensure accountability, and promote fiscal sustainability at the local level

The purpose of the course is to contribute to the attainment of sustainable development particularly in Zambia by focusing on the interplay between the exercise of public authority and development outcomes.
The programme provides the nation with qualified Human Resource Managers who will apply the skills acquired through this programme to meet the highlighted demands in both the formal and informal sectors of the economy.
The purpose of this programme is to provide the nation with skilled human resources who are able to carry out administrative and management functions of local authorities for good governance and effective provision of quality service.
The Diploma Course in Local Government Finance is aimed at providing knowledge, skills and attitudes that are necessary to mobilize and manage financial resources of local authorities in an effective and efficient manner.

Targets a cadre of senior council employees who will possess the appropriate mix of skills, knowledge and attitude to run the local government system effectively and efficiently.

Targets pre-service and mid-career students to equip skills in managing government departments, line ministries, councils, public agencies, and NGOs.

Targets pre-service and mid-career students in local government finance to equip students with the necessary prudent financial management skills.

The programme is intended to explore concepts and techniques that play an important role in shaping our development goals and priorities.
